    It all depends on the type of filler. If it's a wood filler, I do it first. After
    glass cloth
    and Eze-Kote, I then use knifing puty for minor marks and dents or modelling filler. Finally using high build filler primer before normal primer then the paint. Not forgetting all the rubbing down after each process. Main ingredient is patience. Cheers Colin.
