Can't answer specifically and information hard to dig up. However, I have had some experience with electrically driven winches.
Just a thought or two. My educated guess would be a centrally located steam driven or hand operated winch. The various boat could recovered using a rope / pulley configuration to accommodate.
Onboard DDE/DDH (RCN) a electrically driven winch was used to recover the Ship's Boats. Winch was centrally located for use on both Port and Stbd sides of the ship. If the winch was unavailable, the muscle power of about 40 people would be used to raise the boat by rope and hand.
May not be what you are looking but should help in thinking though the problem.
By the way I am impressed with your choice of ship to build and will follow with interest.

Very interesting model. I watched the U-tube on this vessel the other day. I am interested in seeing photos from the starboard side showing the inter-connection with the propulsion mechanism. I have a partly complete stern-wheeler, the SS SICAMOUS. SICAMOUS operated at one time on the OKANAGAN Lakes in British Columbia Canada. I am impressed with your. Elgin

Running lights are just forward on the conning bridge. Port (Red) on left side and Stbd (Green) on right, facing forward.
I have the model (work in progress). My plans show the shield / bracket for the running light in two configurations. Your model's configuration is that for HMCS SNOWBERRY or USS SAUCY. HMS BLUEBELL (yours) shows running light brackets 90 deg from your build.
All in All lovely looking model.
Just one question, is it fitted so that the running lights actually light up.β‘π

I can't really help with plans. But the Manchester tweeked by interest and looked at wikipedia. I noted two classes of ship for MANCHESTER. The ship for WWII was actually a town class light cruser (pennent 15). The Destroyer MANCHESTER (pennet D95) was actually in service in the cold war period. Hope this helps in looking for yours plans.
