I have noted that the superstructure is built from laser (or dye) cut ply, as he has numbered the pieces. Im edging towards the Precedent kit as per Trident73's view...I'll remeasure (from tip of bow to the wash plate at the stern to confirm

Looks a lot like a Precedent’s KD Perkasa although their two hull sizes were 32” and 49”…🤔. I used to have the 32” one in the 80’s and the motor mount plate and a lot of the fittings look identical.

Mike, it might be scratch built from plans on a hull purchased for the job.
38" seems a slightly odd size. Motor is a really good one, I've used a couple of those in racing buggies in the 90's. Very torque.
