Hard to tell because when I enlarge the photo it is blurry. Could be a utility tug for small barges, moving un-powered boats around the marina, or even a logging boat. As for "who is running" it you will need to ask someone there.

We were staying at the Radisson Vancouver along the Fraser River. I saw a mini yard workboat. Now, before everyone starts sending me links to rc models of similar, I’d like to know who is running this one.
