Rudder tubes and water lines

fire boats have there rears low in the water you will never get the tube above the water line unless you have it deck hight, have look through the gallery of them sailing, the best way is to gave a good fitting rudder or I use a a small O ring and a washer get one thats a tight fit on the rudder shaft (model shops who sell cars have them) I never get any in and I have twin rudders .

HI everyone,

when my dad built my boat he built the radio gear himself as well and the rudder was driven from a motor and worm drive set up, which as you can Imagine took up a lot of space In the rear deck, I want to drop the rear deck down lower but want to ask advice on heights of rudder tubes and water lines, I assume the rudder tube should not be below the water line for obvious reasons, but since the boat Is In a striped and ready for paint I've no Idea how low she will sit In the water..... can anybody offer any useful suggestion 😟
ps the boat Is a 34"
