I have many plastic handled tools that have this white coating them. I checked with the ultimate source of knowledge the Internet they suggested I grind the coating off, and then we polished the tool. That is way too much bother for still functional tools. Happily I discovered you can remove this coating with WD-40. Spray it on or dip it and the white stuff wipes right off.
