Can't help with the plans I'me afraid.
I've not long ago retrieved my cachalot from the loft & converted it to electric and useing it again.
Useing a Hyperion Z3025-08 motor with a X40 prop on 3cell lipo's with a 45a ESC, goes far better now than it did with a Enya 19 that it used to have

Could be you are overloading the speed control at full throttle so it's cutting the power, I would presume the reverse does not give full throttle so the problem does not arise.
What is the size amperage wise of your speed control.
A few more details of your set up would help Ie battery voltage, motors, prop diameter
