If you have not repaired this yet, I use Gorilla glue. it comes in several formulas, so read the label. One type will expand while curing. I do not use this type.I use the CA gel from Gorilla and the white waterproof glue .

Certainly contact the seller, it looks like it is a one piece moulding with the hull, a worry would be if it broke in transit it is a weak point and maybe you need to beef up that area.
When you contact seller, send photos of the packing as well as the damaged hull

I would contact the carriers and also so the seller, was it adequately packed? its not your fault its broken, its the seller or carrier at fault.

Had this Fortune 612 delivered through the post while in Hospital and when unpacked found that the keel had broken at the base. Any advice please as to a suitable method of repair as I can't seem to find a replacement on 'tinternet'. Fibreglass comes to mind???
