Same thing just happened to me with the HMS Vanguard kit.
Two mails from Amazon within 3 hours-
Confirmation of despatch with delivery window,😀
then,
Your order has been cancelled; Reason 'out of Stock'. 🤔
Then PayPal message; 'Your payment has been refunded before it was made'!!
Grrrr cubed😠

For the figures you are looking for Preiser make garden scale figures you may be able to use .
The other is Only trains LGB model trains and they carry garden scale figures.
Garden scale figure have a range of 1/18 to 1/24 depending on manufacturer.
